Milestone: 2.2 - Feature Set Definition

The first phase of a development effort. Stake holders determine the desired feature set and how to fund and schedule the effort. Note that this will likely need to be revised after the develop(s) are involved and analysis is performed.
At this point the candidates are Community Profiles. This may or may not entail restructuring the indicator profile XML to be structured into a more generic DIMENSION structure. This provides trending and a common data interface. This would likely not involve the admin app at this point as there wouldn't be enough time. Publishing would handle converting the dataset series and categories into dimensions and would provide a start to the migration. However, might want to jump in and do it right. Mapping has also been brought up. Again this would be better handled by the query DIMENSION structure. Another feature that UT wants is the query system to be able to merge 2 datasets.
