commas in indicator report titles

Description
It would be good to come to a concensus about where we want to use commas in indicator report titles. We're using the TITLE, SUB-TITLE, and PERIOD_TITLE fields in 3-4 different reports at this point, and the use of commas in the xslt files in not consistent.
What is the best practice?
- Totally leave commas out of the DB and use xslts to place them where we want them. (this assumes we can anticipate all uses of those fields)
- Give the Admin user control and rely on the user to put commas in their titles where they are needed. (this assumes the user will be able to anticipate all uses of their title in IBIS)
