IBIS query result page footnotes "*" and "**"

Description

Currently we have footnote for "" on ibis query result data table. Since Utah uses cv as the suppression rules for the small data cell, we have two possible symbols in supressed cell. "*" is needed on footnote. We need footnote shows corresponding "*" or "" when they appear in the result data table.
